What Craig Clements saw in the mountains of Santa Cruz this month shocked him. This time of year, there should be new green shoots everywhere. But the shrubs aren’t putting out new growth this April.
Clements, director of the Fire Weather Research Laboratory at San José State University, says that’s never happened before.
