The St. Paul City Council passed an ordinance restricting smoking cannabis, tobacco and hemp products in public places and recreation areas. The Minnesota Bureau of Criminal Apprehension is investigating after a man was shot and wounded by a law enforcement officer near Granite Falls Wednesday afternoon.
