Gov. Tim Pawlenty recently unveiled a plan to give high school graduates in the top 25 percent of their class free tuition for their first two years of college at an in-state public institution.
It would also subsidize students' third and fourth years of school if they pursue majors in math and science.
Eve Johnson-Blackwell is a teacher in the Minneapolis Public School system. Johnson-Blackwell, who is also a writer and performer, says the governor's proposal would do little for students who need the most help.
