A Democrat from Burnsville says he will challenge Republican U.S. Rep. John Kline in Minnesota's 2nd District.
Construction contractor Dan Powers announced his campaign at the state Capitol on Tuesday.
Powers says Kline's stance against earmarks has hurt the district. He says he wants universal health care and a public health insurance option. He is also emphasizing job creation.
It's Powers' second try for the congressional seat.
He dropped out in 2008 to back Steve Sarvi, the Democratic nominee who lost to Kline.
Kline has represented the 2nd District in the southern Twin Cities and rural counties to the south since 2002.
