Budget, tax bills about to gain Pawlenty signature

Two signature bills the Minnesota Legislature sped through before a holiday break are about to become law.

One wipes $312 million from the state's nearly $1 billion deficit through a variety of spending cuts. The biggest chunk comes from aid to cities and counties, which would fall by $100 million.

The other enacts a series of tax breaks for investors and businesses, meant to encourage them to expand payrolls or their physical space. Another feature offers Ford Motor Co. tax incentives to keep open a St. Paul plant slated for closure.

Gov. Tim Pawlenty had until Thursday to act on them. His staff previously said he'd sign both. He has a signing ceremony scheduled for the tax bill.
