The St. Paul Pioneer Press reports the findings by the U.S. Department of Education's Office of Civil Rights in its Thursday editions.
The president of the St. Paul NAACP alleged that students at the charter school, known as TiZA, were being discriminated against based on their African-American race or Somali nationality.
