The crux of the argument:
The system has to have campus leaders who are willing to go beyond their job descriptions to address a very real funding crisis for MnSCU schools. The relatively small bonuses reward good work. ... The bonuses, union leaders say, hurt morale. It’s a weak argument. Morale would be far worse without the financial management changes Szymanski and other presidents have developed. Morale would deteriorate further if the financial situation on the campuses was not addressed realistically and with as few layoffs and program cuts as possible.
