Every 10 years, following the Census, states must redraw congressional and legislative district maps. Later Tuesday, a special judicial panel will release its latest redistricting maps for the State of Minnesota.

The state courts are stepping in because legislators and the governor failed to agree on new districts.

The resulting battles are nothing new to Minnesotans. For more than a century, the process has been intense and often partisan.

Hamline University's David Schultz says redistricting is "the essence of what power politics is all about." Schultz joined MPR's Cathy Wurzer me to talk about the state's redistricting history.
