The political divide over Minnesota's health exchange mirrors the deep partisan divisions over the Affordable Care Act nationally. The Obama administration's signature achievement remains as controversial as ever.
Minnesota needs to create its own plan for how the exchanges will be implemented here; otherwise, by default, the federal plan goes into affect in January of 2014.
