Ten days after the presidential election, each state is required to submit plans for a web-based health care exchange under the 2010 Affordable Care Act. Gov. Mark Dayton has said that his goal is to work with the Legislature to submit a blueprint by that deadline and to finalize an exchange for Minnesota in early January.
Where does the state stand in building this blueprint? And how does Minnesota compare with other states, especially those with Republican governors who are opposed to the ACA?
