Gov. Mark Dayton will unveil his much-anticipated budget proposal Tuesday.
The "big-picture" challenge for the governor and his team? Close a $1.1 billion shortfall in the budget, pay back part of the money the state borrowed from schools and propose tax increases he believes the legislature will pass.
The business community has eagerly awaited his proposal, particularly non-profit and health care organizations that serve low-income Minnesotans. Those groups are worried about cuts.
