Democrats in the Minnesota House have announced the details of their $250 million property tax relief proposal.
The House property tax division report released Tuesday includes a $157 million boost in funding for the Homestead Credit Refund, more than $15 million for a renter's credit refund and a major re-tooling of the Local Government Aid payments to cities.
Rep. Jim Davnie, DFL-Minneapolis, the division chairman, said the House approach to property tax relief is better than sending out checks to every homeowner.
"It recognizes where the need is, which homes or which apartments are more stressed by paying their property taxes than a simple across the board $500 check that isn't sensitive to where the need is. So, it's a more efficient stewardship of public resources in that way."
The 146-page tax measure also includes a new state tax on silica sand mining and a requirement that Minneapolis and St. Paul establish a joint governing structure for Target Center and the Xcel Energy Center.
