When the annual budget setting process started, Minneapolis Mayor R.T. Rybak had one thing on his mind. "I said, 'No matter what, we're lowering property taxes,'" Rybak told MPR's Cathy Wurzer.
He knew the numbers were finally in his favor with some funds stashed away in a city rainy day fund, new taxing flexibility that came as part of the Vikings stadium legislation, and a significant boost in local government aid funding from the state.
The budget process moves next to the city council.
