Charges: accused airport bomb threat maker admits to saying something dumb

A French citizen has been charged with making a bomb threat in Terminal 2 of the Minneapolis St. Paul International Airport earlier this week.  According to charges filed yesterday in Hennepin County District Court, on Monday, Sept. 9, Jean-Luc Ly Ly-Payia, 30, of Grigny, France, carried a black bag into a bathroom stall and announced, "I got a bomb in this bag.  I'm going to kill everyone!"

The complaint says a man in the next stall believed the threat to be real and  reported Ly-Payia to airport police.  Police say the man told them he feared for his life.

Officers cleared the area and brought in bomb-sniffing dogs.  The complaint doesn't say if they found explosives.  However,  officials with the Hennepin County Attorney's office say had police found a bomb, Ly-Payia, would be facing much stiffer charges.  Police say Ly-Payia told them he is in the country illegally, because his visa expired nearly a year ago. They say Ly-Payia also admitted he said something dumb, but was evasive when asked to repeat what he said.
