The fate of an encampment of homeless people in the city of Duluth has become the heart of a community discussion about a growing homelessness problem there.

Advocates for homeless people worry that the perception of potential for violence would cause police to evict a camp of about a dozen people living in an area called "grafitti graveyard," under Interstate 35.

But city officials now say there is no such plan in the works. At a recent forum for candidates for Duluth City Council, all five candidates supported policies that would create options and ease restrictions on the homeless population.
