Minnesota:

With a $1.2 billion surplus to work with, Gov. Mark Dayton has proposed $616 million in tax cuts, including the repeal of three new business sales taxes passed last session. (MPR News)

Meanwhile, the Minnesota House passed a $500 million tax cut bill that includes some of the same provisions Dayton backs. (MPR News)

The American Action Network, a group formed by former Sen. Norm Coleman, is planning to spend $50,000 on an ad that targets 8th Congressional District Rep. Rick Nolan on the Affordable Care Act. (Politico)

All signs seem to indicate DFL Rep. Collin Peterson is running for re-election this year. (MPR News)

Many doctors in the state will not be backing the push for legal medical marijuana. (AP via Pioneer Press)

Washington:

The U.S. Senate blocked a bill that would have prevented military commanders from making decisions about the prosecution of sexual assault cases. (The New York Times)

The European Union ended economic talks with Russia and threatened sanctions in response to its military action in Ukraine. (AP via MPR News)

President Barack Obama criticized the Crimea Parliament's plan  to join the Russian Federation. (The Washington Post)

Obama appealed to Latinos to sign up for health insurance before a penalty on people who aren't covered kicks in. (Kaiser Health News)
