In the late 80's George Kelling came up with the "broken windows theory" of policing. He says the evidence shows that police attention to lower level crimes results in a dramatic reduction in serious crime. George Kelling says there is a link between disorder, fear, crime and urban decay. Tomorrow's speaker, Victor Rios, questions that theory. George Kelling is a former social worker and probation officer.
Kelling worked for the Police Foundation and wrote a book titled, "Fixing Broken Windows: Restoring Order and Reducing Crime in Our Communities." He spoke April 14, 2015 at St. Olaf College in Northfield, his alma mater.
