Former Congressmen Tim Penny of Minnesota and Martin Frost of Texas discuss Frost's new book, "The Partisan Divide: Congress in Crisis." Is Congress too partisan and dysfunctional to pass meaningful legislation? And what can be done about it?

Penny (D-Minn.) and Frost (D-Texas) spoke Tuesday at the Center for the Study of Politics and Governance the University of Minnesota Humphrey School. Former GOP congressman Tom Davis of Virginia is co-author of "The Partisan Divide."
