Two long-time political observers deliver a pretty harsh critique of the current state of the United States' legislative branch.

Thomas Mann of the Brookings Institution and Norman Ornstein of the American Enterprise Institute are out with a new book: "The Broken Branch: How Congress Is Failing America and How to Get It Back on Track."

Mann was in Minnesota last weekend to give a speech at the League of Women Voters Biennial National Convention, which wraps up Tuesday in Minneapolis. Mann is a senior fellow in Governance Studies the the Brookings Institution think tank in Washington DC... Here he is speaking Saturday in Minneapolis.
