Independence Party endorsed candidate for governor Tom Horner said he's open to giving schools greater borrowing authority to pay for technology like iPads and computers.

Horner brought up the issue during a question and answer session with school administrators. He said it's important for schools to have money they need to buy technology because it will help students learn and potentially save money in the long run.

"We ought to open the door to bonding for technology. It is the bricks and mortar of this century. We ought to use those resources. We ought to make that investment," he said. "It is debt that makes sense. It is debt that has value when we're investing in students who will be smarter, brighter, better prepared to take the role."

Horner also criticized Gov. Tim Pawlenty and the Legislature for failing to fix the state's budget situation. He said he wants to invest more money in K-12 schools but didn't offer specifics.
