The St. Paul Police Department has a new chief today.

Tom Smith was sworn in earlier this afternoon in a ceremony at Harriet Island. He is a 20-year veteran of the St. Paul Police Department.

Smith takes over the state's second largest police force from John Harrington, who has held the job since 2004.

Tom Smith joins All Things Considered host Tom Crann by phone.
