Gov. Mark Dayton and the Republican legislative leaders have finally agreed on how to balance the Minnesota state budget.
They'll spend $35.4 billion dollars over the next two years. That's $1.4 billion more than the state expects to take in during that time. And lawmakers didn't raises taxes to make up the difference.
So, how will they do it? They plan to borrow the money.
