The smiling faces of a lion and a tiger now frame the entrance to Creative Kidstuff in St. Paul. It took an act of the City Council to build them.

City staff and the Board of Zoning Appeals had both blocked the cartoon cats, saying they should be considered signs, and at 225 square feet, they were more than twice the size allowed on Grand Ave.
But the City Council overturned that ruling, and this week the company unveiled what it described as "statues."
