As of this month, people who sign up for MNsure plans outside of the annual open enrollment period must document their eligibility at the same time they apply.
Prior to the policy change, special enrollees had more than a month to provide proof of a qualifying life change such as a marriage, birth or loss of other coverage.
"That's one of the things that we're really just trying to tighten up to ensure that people are following through with the requirements of the program and so all this really does is ask them to supply that documentation on the front-end rather than on the back-end," said MNsure spokesperson Jeremy Drucker.
Drucker said MNsure examined about a 1,000 special enrollment households during a period last year and found that about one in four never submitted the required documentation.
