Police remained on the scene at a downtown Minneapolis apartment building Thursday, a day after a 

, including the suspected shooter. Several other people were injured, including three police officers. 

Several residents waited outside Shoreline Plaza — formerly known as Loring Towers — on Thursday morning, waiting to get back in. The street remained blocked by several police cars and officers, as well as investigators from the Minnesota Bureau of Criminal Apprehension. 

BCA officials are expected to brief reporters at 2 p.m.

Police responded just after 4:30 p.m. Wednesday to reports of gunfire at the building at 15 East Grant Street. Officers entered the building and heard more gunshots. They found the shooter on an upper floor and exchanged gunfire; the suspected gunman was pronounced dead at the scene. 

Authorities also have not released the names of the other people who died or were wounded in the shooting.

Officials have not yet released the suspected shooter’s name or said how he died, but MPR News partner KARE 11 

The Hennepin County Attorney’s Office on Thursday afternoon said Minneapolis police responded to a June 25 call about Carlton “displaying a firearm to another individual” and that officers determined he had a legal permit to carry and didn’t take the gun out of his waistband.

Prosecutors later found “insufficient evidence” to charge Johnson, the Hennepin County Attorney’s Office said in a statement, adding that prosecutors also found “insufficient evidence” to proceed with an “extreme risk protection order” for the June 25 incident.

Speaking outside the building Thursday, some residents said they had been locked down in their apartments all night while officers worked in the building. Residents of the building’s upper floors said they’d been evacuated Wednesday evening and spent the night with friends or in a nearby hotel. 

Resident Deng Tutlem came by Thursday morning to see if he could get inside, after spending the night in a hotel across the street. He said he lived next door to the suspected gunman, and was home when the shooting started.

“We were just sitting, having a good time at home, and then we heard that pop, pop, pop, pop,” Tutlem said. 

At one point he opened the door of his apartment to look outside, and he said a police officer yelled for him to close it. 

“And then all of a sudden, they just came in and knocked and evacuated us,” Tutlem said. “We don’t know what is going on right now.” 

According to court records, property managers at the building filed suit to evict Johnson in June. He was accused of assaulting a resident in March, and brandishing a firearm in front of several staff and security officers in the following months. 

A trial on the eviction suit had been scheduled for Sept. 11. 

Tutlem said he knew Johnson often carried a gun in the building, and had asked him before not to bring it near Tutlem’s apartment.

The city of Minneapolis said two of the three injured police officers were hit by gunfire and hospitalized — one with a gunshot wound to the leg and another with an injury that required surgery. Three other people were wounded in the shooting; there were no updates on their conditions Thursday.

Minneapolis police said Thursday morning that the Bureau of Criminal Apprehension is leading the investigation.
