A mix of rain, sleet and snow fell over much of Minnesota Wednesday night and Thursday, bringing difficult conditions for driving, and even walking, in many parts of the state.

An ice storm has caused wide-spread power outages in southwest Minnesota. Transmission lines feeding power to the city of Worthington are down and the city has declared a state of emergency, giving officials the authority to coordinate relief efforts with state and federal agencies.

The cities of Fargo, N.D. and Moorhead, Minn. have purchased and removed hundreds of flood-prone homes along the Red River since the record flood of 2009. As a result, the cities require fewer sandbags and less manpower when fighting floods now. The region is gearing up for another major flood this year.

Photos: Here's how Fargo's 'Sandbag Central' works
Volunteers in Fargo, N.D., started filling sandbags Wednesday in preparation for flooding along the Red River expected later this month. The city will fill enough sandbags to be prepared for a record flood, but will need only about half the sandbags it used in 2009 because of permanent flood measures installed since then.

This year's regional robotics competition at the University of Minnesota is so big it will take up two sports arenas. About 120 high school teams from Minnesota and surrounding states have designed robots that can throw Frisbees and climb a 10-foot-tall pyramid.
